ROLE OF THE CITY ATTORNEY

When legal advice from a city attorney leads to actions that cause controversy or litigation, it highlights the importance of sound legal analysis and ethical considerations in public service.

  • City attorneys provide legal advice to the city council, mayor, and other city officials, and represent the city in legal matters. 

  • Ethical Considerations:

    City attorneys should provide sound legal advice, not just based on common practices or perceived low risk, and should encourage corrective action if necessary. 

  • Potential for Controversy:

    Legal advice, even if well-intentioned, can lead to public scrutiny or legal challenges if it results in actions that are perceived as unfair, illegal, or harmful. 

  • Importance of Alternatives:

    City attorneys should explore a range of options, including alternatives to litigation, to resolve issues. 

  • Client is the City:

    The city attorney's client is the city council as an entity, not individual council members. 

  • Conflicts of Interest:

    If a city attorney has previously advised a city entity on a matter that is later the subject of litigation, they may need to withdraw from representing either party. 

  • Public's Role:

    Citizens can file claims or lawsuits against the city if they believe they have been harmed by the city's actions. 

  • Legal Malpractice:

    If a city attorney provides bad advice that is contrary to law, a legal malpractice claim may be possible.

Glasman was council member: 1985-1997

Glasman was Mayor: 1987-1988, & 1995-1996

Glasman City Attorney: 1999-2005 

Glasman was Fired from 2005 to 2008

Glasman re-hired in 2008-present

Montebello Unified SD hired Glasman's Law Firm

with a No-Bidding process in 2021

Controversy, Litigation & Scandal

In 2023, Glasman publicly advised City council during the meeting - they did NOT have a quorum with 3 members.

In 2025, he publicly advised the only two Councilmembers  present  that night they DID have  a quorum so Scarlett Peralta & Georgina Tamayo could appoint Rick Alonzo.​

In 2025 Huntington Park City Hall and City Council members homes were raided by the District Attorney, Glasman resigned as their City Attorney after the raids. He is linked to Huntington Parks "Operation Dirty Pond" where he has served as City Attorney for 30 years.​

The Growing Controversies of Arnold Alvarez-Glasman

Once respectable, Montebello plagued by instability, rancor

Arnold Alvarez-Glasman has faced several controversies throughout his career, including:


1. Allegations of Payoffs and Overbilling: A complaint alleged that Alvarez-Glasman engaged in actions resembling payoffs to friends and clients, which reportedly harmed the district financially. Additionally, accusations of overbilling the district and hiring processes that violated the Brown Act were raised. Alvarez-Glasman denied any wrongdoing, attributing these claims to political motives.

2. Conflict of Interest Concerns: Critics have pointed out potential conflicts of interest due to his affiliations with certain individuals, such as former Pico Rivera officials. These concerns were raised during his hiring process for legal counsel positions, with some board members opposing his appointment.

3. Campaign Contributions and Political Involvement: Alvarez-Glasman and his associates were criticized for making campaign contributions to council members in cities where he served as city attorney, raising concerns about political influence. He has also been accused of involvement in local politics despite pledging neutrality, which led to criticism from city officials.

4. Huntington Park Resignation Amid Investigation: Alvarez-Glasman resigned as Huntington Park City Attorney following a District Attorney investigation into alleged corruption tied to “Operation Dirty Pond.” This operation reportedly involved misuse of public funds and unethical practices within city governance.


These controversies highlight recurring concerns about ethics, transparency, and political entanglements in his legal career.

Brad Perrin

Has the Food and Beverage License for the Golf course facility formally called Quiet Cannon and recently renamed Bella Verde.

February 14, 2025 City Council approved a 30 year NO-BID contract in exchange for the food and beverage license. He received the Quiet Cannon maintenance yard and the city will  pay for the remodeling. Additionally, any adjoining land acquired by the  City  will go to Brad Perrin.

​He also received $250,000 from Top Golf.

Has received several forgivable loans from Montebello and owns 3 of the senior living facilities.
